Founded in 2021 by former NFL player and Texas State Representative Scott Turner, the Community Engagement & Opportunity Council (CEOC) addresses declining reading proficiency nationwide. Turner, who previously led the White House Opportunity and Revitalization Council, started CEOC with his wife Robin to support vulnerable youth through literacy initiatives. Their first project, a partnership with BridgeBuilders, transformed a Literacy Lab into a safe, inspiring space for after-school reading. Motivated by the positive impact, Turner developed a scalable, faith-based program to improve literacy for underserved children across the country.

The Mavs Foundation is committed to strengthening the community by empowering youth, women, and families in need. Established in October 1996, this 501(c)(3) private foundation is affiliated with the Dallas Mavericks professional basketball team.

Beyond grants, it has constructed 56 safe Learn & Play spaces across North Texas, including 31 basketball courts and 24 Reading & Learning Centers. These spaces promote healthy living, offer safe environments for children and residents, and expand access to technology and learning resources to support youth education, job skills training, and other essential programs.
